Non-Residential Tax Rate Returns to 2016 Level

Valleyview, Alberta: Council approved Greenview’s 2023 property tax rates at their meeting on April 25, 2023, including a small increase to the non-residential rate.

The approved non-residential tax rate of 7.335 mills is a 0.65 mills increase over 2022, removing a reduction in taxation put in place to assist industry during tough economic times. There will be no increase in residential tax rates.

Greenview Reeve Tyler Olsen spoke on behalf of Council about the importance of property taxes as a key component of sound municipal financial planning.

“Council’s goal is to balance service in our communities with fiscal responsibility and good governance,” says Reeve Olsen. “In 2016, Council reduced the Non-Residential mill rate by 0.65 mills to assist the oil and gas industry during economic difficulty at that time. Both Residential and Non-Residential tax rates were further reduced in 2020 by 1.143 mills to provide relief to all ratepayers in response to the pandemic, and this extra reduction has been maintained.”

Greenview has one of the lowest non-residential tax rates in the area.

In addition to having the second lowest property tax rates to comparable municipalities in Alberta, Greenview reduced the overall 2023 Operations budget by 8.3 million without affecting service levels.

In a further effort to support small businesses, Greenview Council has directed Administration to investigate the potential for a small business tax class for 2024, which will allow for a lower taxation class to be created.

Council deliberated the 2023 budgets over three days last November and approved the 2023 Operating and Capital Budgets at their March 28, 2023 meeting, along with the 2024-2025 Operating Financial Plan. Budget 2023 provides $154.6 million in funding, which includes $29.8 million in Provincial Education Requisition and $4.9 million in Seniors Foundation Requisitions, both of which are mandated by the province.

Property owners with increases in the value of their property will still see a slight increase in their property tax bills.

Greenview’s approved non-residential tax rate is the second-lowest in the area and should continue to attract businesses to the municipality.
