Council Highlights – October 26, 2020

Greenview Establishes Advisory Board for Greenview Regional Multiplex
Greenview desires to establish a Greenview Regional Multiplex Advisory Board by means of a Bylaw. The Advisory Board will act in an advisory capacity on all matters pertaining to the operations, maintenance and functions associated with the Greenview Regional Multiplex. Council approved first and second reading.

Council Approves Three-Year Mutual Aid Fire Control Plan
Historically, Greenview has entered into a Mutual Aid Fire Control Plan with the Department of Agriculture and Forestry on a yearly or three-year period to define operating procedures, costs and clarify responsibilities of both parties in regard to wildfire protection within the forest protection area and its boundaries. Council authorized Administration to enter into a Mutual Aid Fire Control Plan Agreement for a three-year term (2020-2023).

Greenview Awards Construction of Operations Building in DeBolt
Administration identified that the Operations department currently has no dedicated shop space to store equipment and product for winter and summer maintenance in the DeBolt area. The winter snowplowing is presently conducted out of Grovedale, which consists of numerous hours of travel time, in both equipment hours and personnel.

Council moved to approve Administration to build a new operations building in DeBolt at the existing Public Service Building lot, with funding contingent to the Municipal Stimulus Grant Program award of $450,000. Council further moved to approve the additional funding of up to $100,000 for the Shop and Salt Shed with funds to come from operational reserves subject to government grants’ approval.

Council approved Administration to award the building of the new operations building in DeBolt to Quattro Homes for $460,000, with funding contingent on grants and additional funding from operational reserves.

Overland Water Drainage Strategy Proposal Accepted for Information
Administration and Council acknowledge the ongoing and future impact of controlling water/drainage flows. In recent years Greenview has experienced two (2) overwhelming water events. The overland flooding from spring runoffs in 2019 and 2020 has cost Greenview substantial funding and countless equipment and employee hours. Administration presented a preliminary overland water drainage strategy from Associated Engineering.

Administration will seek a Request for Proposal to develop a management strategy that will identify the project priorities and solutions for overland flooding issues throughout the municipality. The strategy will outline key objectives, investigate concerns, workshops, improvements and overall master priority plan and design. The areas listed for immediate concern are Grovedale, DeBolt, New Fish Creek and Sunset House/Sweathouse. Council accepted the proposal for information as presented. Taking a multifaceted approach, Council has determined that addressing overland flooding issues needs to remain a priority for many years to come.

Greenview Approves Veterinary Services Incorporated Policy Changes
Recently the Agricultural Service Board requested that Bison, Cutter Bees and Honeybees be added to the VSI list of eligible species. Since reviewing Policy AG 12, the Agricultural Services Department proposed changes to the member eligibility requirements as well. Council moved to approve Policy 6307 Veterinary Services Incorporated and repealed Policy AG 12.

Council Approves Clubroot of Canada Policy 6308
Administration presented changes to be made to Greenview Policy 6308 Clubroot of Canola at the August 28, 2020 Agricultural Service Board meeting. The proposed changes seek to prevent future miscommunication or misinterpretation if there is a clubroot issue. Council voted to approve policy changes as presented.
