Greenview Tax Payment Installment Plan Amended
Council moved to approve the Bylaw 23-935 “Tax Installment Payment Plan” updates in response to Alberta Land Title department delays in processing ownership changes and taxpayer requests. Administration changed the enrollment deadline to the 20th of each month to allow year-round enrollment and provide enhanced service to ratepayers in Greenview.
Greenview Council Adopts 2023 Operating and Capital Budgets
Council deliberated the 2023 budgets over three days in November and approved the 2024-2025 Operating Financial Plan and the 2023 operating and capital budgets at the Mar. 28, 2023, regular Council meeting.
Projected revenues from all sources are estimated at $154.6 million, which reflects an increase of $5.6 million from the 2022 Operating budget, while expenses of $154.6 million reflect an overall decrease of $8.3 million.
Budget 2023 provides $154.6 million in funding, which includes $29.8 million in Provincial Education Requisition and $4.9 million in Seniors Foundation Requisitions, both of which are mandated by the Province. In addition, financial resources have been allocated to:
- $26.5 million in support of operational road and bridge maintenance requirements
- $5.0 million to support emergency programs, including fire suppression, prevention, and community policing services.
- More than $5.6 million to non-profit organizations through Greenview’s Community Services Grants programs and community partnerships, including support for the operations of libraries, museums and community halls across the municipality and the stewardship of the community cemeteries.
- Investments in collaboration and economic development of $7.0 million include $5.5 million funded through community development initiative agreements with the towns of Valleyview and Fox Creek.
- Over $3 million in support of Agricultural Services programs and services.
- $7.9 million has been allocated to recreation through Budget 2023, including the operation of the Grande Cache Recreation Center, the Greenview Regional Multiplex, and many amazing outdoor recreational facilities and spaces.
The 2023 Capital budget allows for infrastructure costs for roads, bridges, utilities, equipment, and buildings, including $56.8 million in new commitments.
North Forestry Trunk Road Aggregate Supply Tender Awarded
Council evaluated Aggregate Supply tenders received based on tender amounts and hauling costs and moved to direct Administration to enter into an aggregate supply agreement with Timber Pro Logging Ltd to purchase 75,000 tonnes of 4:25 (1-inch) gravel for $1,162,500.00 plus GST for the North Forestry Trunk Road area according to the terms of the 2023 aggregate supply RFQ, with funding to come from Operations’ gravel purchasing budget. The RFP was posted to the Alberta Purchasing Connection on Feb. 3, 2023, closing on Feb. 28, 2023. Four proposals meeting mandatory requirements were received and evaluated by Administration, with amounts ranging from $1,050,000.00 to $1,395,000.00.
Tender Awarded for Grande Cache Campground Operation
The Request For Proposals was posted to the Alberta Purchasing Connection on Jan. 30, 2023, closing on Feb. 27, 2023. Administration received and evaluated one proposal. Council voted to award the Grande Cache Campground Contract for a two-year term for a 2-year term to the MP2A Management Inc. for $156,000 plus GST with $50,400 plus GST to come from the 2023 Recreation Services – Grande Cache Campground operations budget, and future funding to be included in the 2023 and 2025 Recreation Services budget.
Area Structure Plans Contract for Hamlets of Ridgevalley and DeBolt Awarded
Council awarded the Hamlets of DeBolt and Ridgevalley Area Structure Plans contract to Invisitec Consulting Ltd. in the amount of $107,601.12 plus GST, with funds to come from the 2023 Planning and Development Professional Services operations budget. A further contingency fund of $10,000 has also been approved if extra services are required. The RFP was posted to the Alberta Purchasing Connection on Jan. 20, 2023, closing on Feb. 24, 2023. Administration received and evaluated eight proposals with amounts ranging from $134,096.00 to $171,923.40. The project is projected to complete by the end of 2023.
Kakwa Trail Corridor Consulting Contract Awarded
In 2021, Greenview Council authorized Administration to enter into an agreement with the Province of Alberta to receive $1,025,000.00 of grant funding allocated for improvements to the Kakwa Falls Trail (Motion 21.05.246). This grant funding requires professional consulting services to provide advancing plan development and detailed design work in priority problem areas. The RFP was posted to the Alberta Purchasing Connection on Jan. 13, 2023, closing on Feb. 7, 2023. Three proposals meeting mandatory requirements were received and evaluated by Administration, with amounts ranging from $113,875.00 to $240,530.00. A further contingency fund of up to $15,075.00 has also been approved if extra services are required.
Greenview Managed Desktop and Network Information Systems Tender Awarded
The current provider has provided Greenview’s network-managed desktop and information technology support since April 22, 2020. This contract will come to the end of its period on April 22, 2023. As such, a request for proposal (RFP) was posted to the Alberta Purchasing Connection website to allow interested parties to provide a detailed response and pricing for these services. The RFP was posted to the Alberta Purchasing Connection on Jan. 6, 2023, closing on Feb. 3, 2023. Five proposals meeting mandatory requirements were received and evaluated by Administration, ranging from $599,400.00 to $799,20.00. Council awarded the Managed Desktop and Network Information Systems Service tender to Yardstick Technologies Inc. in the amount of $200,000 per year plus GST for a three-year term, with funds to come from the Contracted Maintenance operational budget for Information Services.
Recreational Vehicle Dump Station Tender Awarded
The Recreational Vehicle (RV) Dumping Station has been an ongoing project since 2018 and Council finalized a location by motion at the November 22, 2022 Council meeting to be located at Lots 7 & 8, Block 2, Plan 1273HW, in the Hamlet of DeBolt, AB. A request for proposals was posted to the Alberta Purchasing Connection on Feb. 10, 2023, closing on Mar. 6, 2023. Four proposals were received and evaluated by Administration with amounts ranging from $639,140.00 to $319,074.66. Council moved to award the RV Dumping Station to Wapiti Gravel Suppliers, in the amount of $319,074.66 plus GST, with funds to come from the 2023 Capital Budget (RD22006).
Floating Lagoon Liner Contract for Grovedale Awarded
On February 1, 2022, Greenview Administration posted a request for proposals (RFP) on Alberta Purchasing Connection seeking proposals from Professional Engineering Consultants to provide engineering expertise and design, including project management services for repairs to the Hamlet of Grovedale Lagoon. The RFP was posted to the Alberta Purchasing Connection on Feb. 1, 2023, closing on Feb. 27, 2023. Administration received and evaluated two proposals meeting mandatory requirements with amounts ranging from $403,080.00 to $614,679.00. Council awarded the Engineering Services for the Grovedale Floating Liner Repair project to M2 Engineering Alberta Ltd., in the amount of $403,080.00 plus GST, with funds to come from the 2023 Capital Budget (WW19001).
Greenview Fleet Replacement Tender Awarded
In the 2023 Budget, Greenview Council approved the purchase of six half-ton pickup trucks, one sports utility vehicle and one 1-ton pickup truck. Through tender development and consultation with the respective teams, including Fleet, Greenview Administration found some potential efficiencies due to a needs assessment and decided to reduce the number of half-ton pickups from six to five and increase the number of sport utility vehicles from one to two. The request for tender was posted to the Alberta Purchasing Connection Feb. 8, 2023, closing on Mar. 6, 2023. One tender meeting mandatory requirements was received and evaluated by Administration. Council awarded the 2023 Greenview Fleet Tender to Windsor Ford for $509,205.40 plus GST, which includes additional funding of $10,205.40 to be transferred from the Fleet and Equipment Reserve, with funds to come from the respective project numbers in the 2023 Capital Budget.
