Council Highlights – March 23, 2020
Doing Business in Greenview
Grande Cache Bylaw No. 787 required mandatory business licenses in the hamlet while the Greenview Bylaw 00-324 required businesses to have a business license voluntarily. Council moved to repeal Bylaw No. 787 to provide clarification. Companies operating within Greenview will be required to have a valid development permit. In some cases, a business may require additional municipal approvals, for example, liquor or cannabis establishments. Greenview administration will have a process in place for businesses to request written notice of approval from the municipality to operate their business for these special circumstances.
Procedural Bylaw Amendments
To ensure that Council business can carry on through challenges such as COVID-19 and recommended travel limitations to the main administration office in Valleyview, the amendment of the procedural bylaw allows the Reeve to authorize a meeting to proceed by electronic means without 50% of the members in attendance, under extenuating circumstances. Meetings with a majority of members attending through electronic means have to be identified as an electronic meeting and made available to the public.
Development Permit Application in a Direct Control District
Council approved a development permit application for a recycling depot/bottle depot to operate in the Direct Control District located at Lot 11; Block 38; Plan 042 5089; 9811 Hoppe Avenue, Grande Cache, subject to conditions. The business will operate in an existing industrial/commercial building, which has several industrial/commercial offices located within the building.
Request for Tender: Information Systems Technology Support Services
Administration will enter into a three-year agreement with Yardstick Technologies Inc. for Managed Desktop and Network Information Systems Support Services at an annual cost of $170,640.00 to provide a high standard of service to the Greenview staff and equipment. Yardstick services come with the assistance of a support team dedicated to Greenview, ensuring that administrative staff can work efficiently.
GIS Technicians to be added to the Infrastructure and Planning Department
To ensure Greenview can provide proficient GIS information internally and to increase customization of the GIS information to meet the needs of all Greenview departments, Council approved the request for two GIS Technicians.
ICF with Town of Valleyview
The Intermunicipal Collaboration Framework (ICF) between the MD of Greenview and the Town of Valleyview was approved. Under the Municipal Government Act, Greenview is required to enter into an agreement with all neighbouring municipalities to establish a framework for cooperation and collaboration on service delivery. This ICF outlines all the shared services with the Town of Valleyview. Greenview will have an established framework for future collaboration with Valleyview.
Committee of the Whole Meeting goes virtual
The Committee of the Whole meeting that was scheduled for Grande Cache on April 20, 2020, will continue but through an electronic meeting. This will allow Council and Administration to hold the meeting electronically, in order to maintain recommended physical distancing and restrict travel. As always, audio streaming will be available to those who wish to tune in. The link to audio streaming is available on the MD of Greenview website.
A Special Council Meeting is scheduled for April 20, 2020, following the Committee of the Whole meeting to give 3rd reading to the 2020 Tax Rate Bylaw #20-843.
Greenview Declares a Local State of Emergency
Upon the recommendation of the Director of Emergency Management, Council has declared by resolution, a state of local emergency, to further support the Province of Alberta’s efforts to combat the spread of the COVID-19 pandemic. By declaring a state of local emergency, Greenview will be empowered to access needed resources to address the potential for an outbreak within our communities. This declaration will also allow us to manage additional restrictions and closures if they become necessary to contain the spread.
The health and safety of our staff, residents, and communities remain our top priority. Having the necessary emergency powers in place ensures Greenview has access to every means available to safeguard our community’s health as the outbreak continues to unfold.
Agriculture Services Board Appointment
Allen Perkins submitted his resignation from the Agriculture Services Board on February 23, 2020 and Council appointed Mark Pellerin until Greenview’s Organizational Meeting to be held in October 2020, thus maintaining a full board.
Acting Fire Chief
Brian Lott was appointed Acting Regional Fire Chief while Wayne Brown is presently in the role as Director of Emergency Management in response to the Greenview declaration of a state of local emergency.
