Greenview Council Passes First Reading of Bylaw 25-1000 Land Use Bylaw

Council took the initial step in adopting a single, updated Land Use Bylaw for the Municipal District of Greenview by providing First Reading to a new Land Use Bylaw (Bylaw 25-1000). The new bylaw replaces the previous Greenview Land Use Bylaw (Bylaw 18-800) and the former Town of Grande Cache Land Use Bylaw (Bylaw 799), providing a single platform for development across Greenview. The requirement for these changes began when Grande Cache became a Hamlet of Greenview, and Bylaw 25-1000 delivers on the goal to make land use regulations more transparent, more consistent, and easier to use across the entire municipality.

Administration, under Council direction and with input from the Land Use Bylaw Steering Committee, developed the draft bylaw with the goal of integrating Grande Cache, supporting rural landowners, reducing regulatory barriers, and expanding development opportunities. Public engagement was a key part of the process, with nine open houses held in January 2025, and feedback gathered in “What We Heard Reports” used to guide revisions.

Bylaw 25-1000 fully includes Grande Cache into Greenview’s land use framework and will avoid conflicts with future development plans. It improves rural policies by allowing more permit exemptions, supporting home-based businesses, and solving problems identified over the past five years by the Council and residents.

At the time of the first reading, only minor updates were made to the draft bylaw in preparation for approval of the first motion. These included:

  • Permits Not Required – Accessory buildings which have a floor area of less than 15.0 m2 (161.5 ft2 ) within any Hamlet
  • Provide a clearer diagram for Figure 6-1
  • Revert CR-1 Livestock Animal Equivalents back to 50 fowl and 30 rabbits
  • Add a definition for “weed(s)”.
  •  Apply Wild Hog Fencing regulations to all districts allowing Hogs as livestock, Terminology changes from “solar farms” to “solar installations.”
  • Addition of “Employee Accommodation” as a discretionary use on Crown land.
  •  Section 9.8 Direct Control (DC) Districts,  Remove the “s”  after the word “District.”

With these updates, the draft was deemed ready for Council consideration. The first reading was passed, initiating the formal approval process and allowing the bylaw to proceed for further readings and potential adoption.


Greenview Supports Odyssey Sunrise Golf Tournament Fundraiser

The Grande Prairie Youth Emergency Shelter Society (GPYESS) o/a Sunrise House, in partnership with Odyssey House, are hosting the 13th annual “Odyssey Sunrise Golf Tournament”, a charity event held to support both organizations on June 13, 2025, at the Grande Prairie Golf & Country Club, in Grande Prairie, Alberta. Council approved a sponsorship in the amount of $1,500.00 to the Grande Prairie Youth Emergency Shelter Society for hosting the Odyssey Sunrise Golf Tournament, with funds to come from the 2025 Community Services Sponsorships and Donations budget. 


Valleyview and Area Mud Bog Event Gets Greenview Approval

Risky Business Motorsports is an unregistered non-profit organization located south of Valleyview dedicated to organizing motorsports events, with a particular focus on off-road events, such as mud bogging. The event will take place just south of Valleyview on June 28, 2025, in a safe and controlled environment, drawing numerous participants and spectators to the Greenview area, which could positively impact local businesses. Council approved a sponsorship in the amount of $1,000.00 to Risky Business Motorsports in hosting the “Bogfather’s Mud Bog” on June 28, 2025, in rural Valleyview, with funds to come from the 2025 Community Services Sponsorships and Donations budget. 


Grant for Kakwa Sherman Trail Society Approved

The Kakwa Sherman Trail Society is a not-for-profit organization that restores and maintains historical trails in the Sherman Meadows and Kakwa areas. Through this work, the society strives to protect the historical and cultural aspects of the trail system while improving recreational opportunities. These trails are accessible to hikers, mountain bikers, and equestrian users. Council approved an operating grant of $40,000.00 and a capital grant of $15,000.00 to the Kakwa Sherman Trail Society for the restoration and maintenance of the historical trails in the Sherman Meadows and Kakwa Wildland areas, with funds coming from the 2025 Community Impact Grants Budget.


Grande Prairie Aboriginal Circle of Services Pow Wow Sponsorship Approved

The Grande Prairie Traditional Pow Wow is an annual event held to honour and celebrate the indigenous culture with the community. The event offers traditional dancing, song and activities and welcomes all individuals to come learn and be a part of their traditional celebration. Council moved to approve a sponsorship in the amount of $1000.00 to the Friends of Grande Prairie Aboriginal Circle of Services to host the Grande Prairie Traditional Pow Wow from June 20-22, 2025, in Grande Prairie, AB, with funds to come from the 2025 Community Services Sponsorships and Donations budget.


Tender Award – Grande Cache Commercial Signage

In the 2025 budget, Council approved the purchase of commercial advertising signage at Pine Plaza in Grande Cache. This initiative aims to attract highway travellers, increase foot traffic, and promote downtown businesses. The tender was posted on Alberta Purchasing Connection on March 24, 2025, and closed on April 18, 2025. Two proposals were received, reviewed and evaluated, both of which met the mandatory requirements. Council awarded the tender to Blanchett Neon Limited, in the amount of $180,524.00 plus GST, with funds to come from ED25001 – Grande Cache Commercial Signage and directed Administration to move forward with concept design one.


Tender Award – Athabasca 2025 Gravel Crushing

A public tender was advertised for crushing, stockpiling, and other work to be completed at one of the Athabasca Gravel Pits (SML070062) south of Fox Creek for a total of 180,000 tonnes of gravel. The material to be manufactured is a 4:25 (1 inch) Alberta Transportation standard specification and is to be stockpiled on-site. Other work includes mobbing/demobbing, re-sloping the pit face once work is completed. The tender was posted on Alberta Purchasing Connection on April 9, 2025, and closed on April 29, 2025. Five proposals were received, reviewed and evaluated, all of which met the mandatory requirements. Council awarded the 2025 gravel crushing tender, OPS RFT 2, for 180,000 tonnes of aggregate at the Athabasca Gravel Pit SML070062, to Paragon Custom Crushing Ltd. in the amount of $930,600.00 plus GST, with funds to come from Operations’ 2025 Road Maintenance Budget.
