Greenview Formally Adopts 2026-2028 Financial Plan and 2026 Operating Budget

The 2026 Operating and Capital Budgets were adopted by Council at the Regular Council Meeting on March 24, 2026.

Budget highlights are as follows:

Greenview Council remains focused on maintaining a balanced budget. Council also remains committed to the continued development of critical infrastructure, the maintenance and enhancement of essential community programs and services, and the continued support of regional partnerships and collaborations.

The operating budget of $227.9 million includes $98.5 million for general operations, $27.3 million for amortization, $35.5 million for capital and transfers to reserves, and $43.2 million in requisitions, including the Provincial Education and Seniors Foundations requisitions, both of which are mandated by the Province. As part of the operating budget, $23.2 million has been allocated to municipal partners and non-profit organizations through Greenview’s Community Services Grants programs and community partnerships, including support for the operations of libraries, museums, and community halls across the municipality, as well as the stewardship of community cemeteries.

Council approved $40.1 million for capital projects, including $68.2 million in projects carried over from the previous year. The capital budget was approached with careful deliberation, without sacrificing any planned infrastructure projects, and remains fully funded by debentures, restricted reserves, and grant funding.

Key Capital Budget Highlights

In 2026, major projects include:

  • Valleyview Golf Course Road Overlay – $2.7 million
  • Forestry Trunk Road Phase 7 – $8.6 million
  • Hamlet Curb & Gutter Resurfacing – $2.1 million
  • Grande Cache Phased Rehabilitation – $4.3 million
  • Grovedale Floating Liner – $17.2 million
  • Wet Rescue Replacement – $1.6 million

Greenview Raises Producer Concerns on Proposed Livestock Traceability Changes

A formal letter to the Canadian Food Inspection Agency has been endorsed by Council regarding proposed changes to national livestock traceability regulations. The correspondence outlines several concerns raised by local producers, including limited internet connectivity in rural areas, shortened reporting timelines, and the potential for increased production costs tied to new administrative and technology requirements.

The decision reflects Council’s support for a balanced approach that maintains strong animal health and food safety standards while recognizing the practical realities of livestock operations in northern regions. The letter also calls for more meaningful consultation with producers to ensure any regulatory updates are workable, regionally appropriate, and do not place undue strain on small and mixed farming operations.


Mountain Métis Community Centre Project Advances with Conditional Funding Support

Council reviewed a funding request from the Mountain Métis Community Association for the construction of a new Community Centre in Grande Cache and accepted the report for information. Administration has been directed to enter into a Capital Funding Negotiation with the Association for a potential amount of up to $4,690,000, with the stipulation that Greenview secures the first right of purchase should Mountain Metis decide to sell the building or become insolvent, and directed Administration to bring back a report detailing the terms of the negotiation for Council consideration.

The proposed project is intended to serve as a year-round hub for cultural, educational, and community activities, supporting local programming, tourism, and economic development. The facility would provide expanded opportunities for youth programs and cultural events, as well as access to services for the region’s Indigenous population.


Greenview Reviews 2025 Agricultural Service Board Report

Greenview Council received the 2025 Annual Agricultural Service Board (ASB) Report, which outlines the work completed by the Board and Agricultural Services Department over the past year. The ASB met regularly, fulfilled its legislated responsibilities, and supported Council decision-making, including the agricultural disaster declaration issued in July in response to drought conditions affecting the livestock sector.

The report highlights strong program delivery across weed and pest management, equipment rentals, and extension activities. Weed inspections reached nearly all identified sites, with increased efforts to control and monitor infestations. Pest surveillance and spray programs met all targets, while the equipment rental program saw record use. Outreach initiatives and producer supports, including incentive programs and herbicide access, continued to provide practical value to the agricultural community.


Grande Cache Memorial Icebreaker Gets Greenview Support

Greenview has approved $8,000 in sponsorship funding to support the 2026 Grande Cache Memorial Icebreaker Tournament, taking place April 10 to 12 at the Grande Cache Recreation Centre. The funding will assist with facility rental costs, helping organizers direct more of the event’s proceeds back into the community.

The annual tournament has been a long-standing tradition since 1998 and serves as both a memorial event and a community gathering. Organized by local volunteers, it raises funds that are reinvested into Grande Cache and surrounding Indigenous communities, supporting initiatives such as minor sports, youth programming, and individuals facing financial hardship due to medical or personal circumstances.


Sponsorship Approved for the Valleyview Gymnastics Club Fun Meet

Greenview has committed $1,365.00 in sponsorship funding to support the Valleyview Gymnastics Club’s annual “Fun Meet,” taking place April 9 to 11, 2026, at the Greenview Regional Multiplex. Funding will be drawn from the 2026 Community Services Sponsorships budget and will assist with facility rental costs for the event.

The “Fun Meet” offers a welcoming, supportive, competitive setting for young athletes, helping them build skills, confidence, and teamwork. The event is expected to draw participants and spectators from across the Peace Region, providing both a local competition opportunity and added exposure for the community and its facilities.


Disc Golf National Championship Event Sponsorship Approved

A sponsorship of $5,000 has been approved to support the 2026 Canadian Disc Golf National Championships, taking place July 24 to 26 in Grande Prairie. Funding will be provided through the 2026 Community Services Sponsorships budget.

The national event is expected to draw 400 to 500 competitors, along with families and supporters, many travelling from outside the region. Local interest continues to grow, with participants and volunteers from Grande Cache and Grovedale actively involved. The event will also provide an opportunity to promote the new disc golf course under development in Grande Cache, helping raise awareness of recreational amenities in the area.


Tender Award – Forestry Trunk Road Phase 7

A tender was issued on January 12, 2026, for the construction of the Forestry Trunk Road Phase 7 project on the Alberta Purchasing Connection. This project is part of an 8-phase program that has been ongoing with Greenview for 10+ years to realign the Forestry Trunk Road for the safety of industry and all other users over the 160 km, with construction starting at the north end and moving southward. The tender closed on February 6, 2026. Administration received ten proposals for evaluation, with one that did not meet the mandatory requirements for consideration. Council awarded the tender for the Forestry Trunk Road Phase 7 (Project CRD25004) to Prairie Mountain Oilfield Construction Inc., in the amount of $6,500,546.95 plus GST, with funds to come from the 2026 approved Capital Budget, Project CRD25004.


Tender Award – Grande Cache Fieldhouse Renovation

A tender was issued on January 26, 2026, for the construction of the Grande Cache Fieldhouse Renovation project on the Alberta Purchasing Connection. Greenview has completed the design development phase for the Grande Cache Fieldhouse Renovation project and is now prepared to proceed with awarding the construction work. The project will enhance recreational facilities in the Hamlet of Grande Cache by improving accessibility, safety, and overall functionality while modernizing aging infrastructure to better meet current and future community needs. The tender closed on February 23, 2026. Administration received four proposals for evaluation, all of which met the mandatory requirements for consideration. Council awarded the tender for the Grande Cache Fieldhouse (Project RE21007) to Scott Builders, in the amount of $13,999,145 plus GST, plus an additional $8,522,002 to cover project costs, with funds to come from the 2026 approved Capital Budget Project RE21007 and Unrestricted and New Capital Reserves.
