Council Receives Update on Greenview Regional Agri-Plex Project
Council received a presentation from the Valleyview and District Agricultural Society providing a progress update on the Greenview Regional Agri-Plex project in Valleyview. The Agricultural Society, a long-standing non-profit serving the community for more than 56 years, shared information about the development of the new facility, which will support agricultural programming, recreation, and community events for residents and visitors.
Greenview has committed $4.5 million toward the project, including $4 million through a construction agreement and $500,000 in matching funds for a Community Facility Enhancement Program grant. To date, $3.6 million has been provided to support construction and related project phases. Council accepted the presentation for information.
Greenview Advances Support for Maskwa Medical Center Project
Greenview Council has taken steps to support the continued development of the Maskwa Medical Center by directing Administration to prepare a municipal guarantee bylaw and giving first reading to the Maskwa Medical Center Guarantee Bylaw. If adopted, the bylaw would allow Greenview to provide a municipal corporate guarantee of up to $5.8 million in support of a loan being arranged by Maskwa Medical Center (Canada) Inc. with ATB Financial. The guarantee helps the not-for-profit organization secure construction financing required to complete the project, while other confirmed revenues may reduce the level of financial support required from Greenview. At this time, the guarantee is structured so that it will become part of a mortgage between Maskwa and ATB, to be paid by Maskwa.
The Maskwa Medical Center is being developed next to the Grande Prairie Regional Hospital and is intended to strengthen access to healthcare services across Northwestern Alberta. The facility will include medical specialist clinics and an academic teaching clinic designed to help accelerate patient referrals and expand local physician training opportunities in partnership with the University of Alberta’s Faculty of Family Medicine. By supporting the project’s financing structure, Greenview is helping advance a regional initiative to improve Greenview residents’ access to care and increase the number of physicians serving communities throughout the Peace Region.
Greenview Establishes Steering Committee for Municipal Development Plan Update
Council has adopted Bylaw 26-1013, formally establishing a Municipal Development Plan (MDP) Steering Committee to ensure public input informs the updates through 2026-2027. The committee will include five Council members and five members of the public, creating a forum that brings together elected leadership and community perspectives to support and shape the planning process and Greenview’s new growth policies.
The Municipal Development Plan frames long-term decisions and sets Greenview’s long-range direction for land use, growth, infrastructure coordination, and community development. Updating the plan will help integrate significant changes that have occurred across the municipality since 2015, including Grande Cache becoming a hamlet, new area structure plans, regional planning initiatives, and ongoing industrial development. The Steering Committee will help oversee the project and public engagement process as work begins on the updated plan.
Council Receives 2026 Wildfire Planning and Preparedness Update
Council received a report from Greenview Fire-Rescue Services outlining Greenview’s ongoing efforts to strengthen wildfire planning, mitigation, and response readiness for 2026. The update highlighted a coordinated approach that brings together municipal departments, partner agencies, and community programs to support wildfire preparedness across Greenview.
Current initiatives focus on risk identification, community and infrastructure protection, evacuation planning, public education, and specialized training for responders. The report also outlined continued work on FireSmart programming, vegetation and fuel management near communities, land-use planning measures, and strengthened coordination with provincial and industry partners to support emergency readiness.
Council to Send Letter to Province Regarding Rural Renewal Stream Program
Council has approved a letter to the Honourable Joseph Schow, Minister of Jobs, Economy, Trade and Immigration, to share Greenview’s perspective on the Rural Renewal Stream program and its administration at the local level. The letter reflects Council’s interest in ensuring provincial programs are structured in a way that is workable for municipalities while supporting strong employment opportunities within rural communities.
Greenview and the Town of Valleyview received designation under the Rural Renewal Stream in 2023 as part of the Alberta Advantage Immigration Program. Council previously paused participation in the program after reviewing administrative requirements, processing timelines, and evolving immigration policy changes. The letter provides feedback to the Province based on Council’s recent discussions and experiences with the program.
