Police Funding Model Advocacy

Greenview Council has directed Administration to send a letter of support to Rural Municipalities of Alberta (RMA) endorsing their recommended reforms to the Province’s Police Funding Model (PFM). Introduced in 2020, the current model requires rural municipalities to contribute to policing costs, despite ongoing concerns about fairness, transparency, and service levels. With the regulation set to expire in 2026, RMA is advocating for changes that better reflect rural realities, including tying funding to levels of service, reducing reliance on equalized assessment, and increasing municipal input in policing decisions.

As a significant contributor under the current model, Greenview supports a unified rural voice and will also share the letter with the Minister of Public Safety and Emergency Services, local MLAs, and neighbouring municipalities to help ensure rural needs are clearly heard during the review process.


2025 World English Sporting Clays Championship Sponsorship Approved

Wapiti Shooters Club is a registered non-profit society, based out of the County of Grande Prairie and run by an executive board who are dedicated to promoting safe and lawful firearms use through education, training and skill development. Council approved a sponsorship in the amount of $1,000.00 to the Wapiti Shooters Club in hosting the “2025 International Clay Target Shooting Federation (ICTSF) World English Sporting Clays Championship”, in the County of Grande Prairie, Alberta on August 12 – 17th, with funds to come from the 2025 Community Services Sponsorships & Donations budget.


In-Kind Donation Approved for Valleyview & District Gun Club

The Valleyview & District Gun Club is an unregistered non-profit organization located just east of Valleyview on Highway 669. The Club was started in 1973 and currently has approximately 1000 members, which includes many Greenview residents. The club has requested a gravel donation to complete improvements to the access road to the gun range. Council approved an in-kind donation request of 220 cubic meters of gravel, estimated at approximately $13,000.00, to the Valleyview & District Gun Club, with funds to come from the 2025 Community Services Sponsorships and Donations budget.


Ken Sargeant House Project Letter of Support Approved

The Grande Prairie Regional Hospital Foundation has applied for the Community Facility Enhancement Program (CFEP) Large Stream grant, which will be utilized for the Ken Sargent House, a project that has begun to assist individuals and families who are required to travel for medical care by providing affordable and supportive accommodations within Grande Prairie and close to the Hospital during their treatments. Council approved a letter of support for the Grande Prairie Regional Hospital Foundation for the Community Facility Enhancement Program (CFEP) Large Stream Grant application for the Ken Sargent House Project.


Greenview Land Use Bylaw 25-1000 Revision Adopted

Greenview Council has passed the third reading of the Land Use Bylaw (Bylaw 25-1000), establishing a modernized planning framework to guide future growth and development. This comprehensive update integrates the former Town of Grande Cache’s Land Use Bylaw, enhances rural land use policies, and simplifies the overall bylaw structure.

Public engagement played a key role, with nine open houses held across Greenview, the creation of a steering committee comprised of Council and community members, with feedback compiled in “What We Heard Reports” on Greenview’s public engagement website. The bylaw went through several amendments over three readings, including updated accessory building and livestock regulations, as well as revised definitions and setbacks for renewable energy developments.

The new bylaw reflects both community input and Council’s vision for a balanced approach to land use in Greenview.


Greenview Declares Agricultural Disaster

With continued extreme dry conditions this summer, little to no runoff, and heavy grasshopper infestations, Greenview Council has declared an agricultural disaster for the livestock industry. While some areas of the MD were fortunate to receive moisture, many have hit or are nearing critical thresholds, prompting recognition of the widespread impact across the region. Dry conditions stretching back to the 2024 season have not abated over the 2025 growing season, resulting in extreme impacts on livestock producers. Council also directed Administration to draft a letter communicating the declaration to the following stakeholders: Minister of Agriculture and Irrigation, Minister of Mental Health and Addictions, Greenview Members of the Legislative Assembly, Greenview Members of Parliament, Provincial Agricultural Service Board Committee, Agriculture Financial Services Corporation (AFSC), Rural Municipalities of Alberta (RMA), and Association of Alberta Agricultural Fieldman (AAAF).


Tender Award – Tower Park Estates Local Improvements

The Tower Park Estates Local Improvements project is being brought forward as a Local Improvement Plan to complete outstanding infrastructure work within the Tower Park Estates subdivision. The proposed scope includes the installation of curb and gutter, development of formal parking areas, asphalt paving of road surfaces, and construction of a stormwater retention pond and enhance overall drainage. To support this system, catch basins and underground storm sewer piping will be installed to collect and convey excess water to the new retention pond.

The tender was posted on Alberta Purchasing Connection on May 23, 2025, and closed on June 24, 2025. During the tender period, in collaboration with EGIS as the Consultant on this project, a non-mandatory site walkthrough was held for contractors on June 5, 2025, allowing them to review key areas of concern and ask questions. Two individuals attended, representing two separate contractors. Three proposals were received, reviewed and evaluated, all of which met mandatory requirements. Council awarded construction of the Tower Park Estates local improvements and Hamlet Curb and Gutter to Wapiti Gravel Suppliers, in the amount of $4,850,753.83 (plus GST) with funds to come from the 2025 Approved Capital budget for Projects PD24003 and PV25003. In an effort to reduce overall construction costs within the hamlet of Grande Cache, Administration added a deletable item to Project PD24003 (Tower Park Estates), being the paving of 99 Street. This collaboration of projects allows Greenview to save on mob, de-mob and extra engineering costs. As a result, Council voted to increase the budget for PD24003 by $658,012.36 for the addition of paving of 99 Street. The collaboration of these projects will not change the local improvements.
