Greenview Council Adopts Bylaw 24-967 Authorizing Loan to Support Maskwa Medical Centre
Maskwa Medical Center (Canada) Inc. is a non-profit corporation whose mission is to improve the quality of life and health outcomes for Northwestern Alberta, committed to accelerating the process and improving access to medical specialists, family physicians and health services for the Peace Region. Greenview Council has previously approved grants in the amount of $525,000 to the non-profit in support of this regional development. Maskwa has since presented at the May 21, 2024 Committee of the Whole, with a request for a $3.5 million dollar, interest free loan, to move this project ahead to meet the 2026 deadlines as set out in the agreement with the University of Alberta, Northwest Polytechnic and their recent announcements.

Administration and Maskwa Medical Centre have come to an agreement on the length and repayment terms of the loan which are included in the bylaw. All repayments of the loan to Greenview will replenish the unrestricted reserves. The loan will be issued in two draws, September 1, 2024, for $2,000,000 and the second on February 1, 2025, for $1,500,000. The first draw will be repaid no later than August 31, 2027, and the second draw will be repaid no later than January 31, 2028; each draw will be repaid to Greenview in a lump sum payment.

Louis Delorme Memorial Committee Sponsorship Approved for Rocky Mountain Festival in Grande Cache
The Louis Delorme Memorial is organizing the Rocky Mountain Festival the same weekend of the Death Race, the first weekend in August. This event will bring activities to uptown Grande Cache for locals and visitors of all ages, including a carnival, vendor market, scavenger hunt, music, cultural performances, food trucks, beer gardens and a DJ dance party. Council approved a sponsorship in the amount of $6,000 to the Louis Delorme Memorial Committee to host the Rocky Mountain Festival in Grande Cache, Alberta from August 1- 5, 2024, with funds to come from the 2024 Community Services Sponsorship and Donation budget.

Greenview Approves Funding Request for AgKnow Non-Profit Organization
AgKnow was established in 2023 in response to multiple Provincial Agricultural Service Board resolutions through a Sustainable Canadian Agriculture Program (SCAP) grant with support from the Alberta government. The organization is experiencing a gap in funding for 2024 as the Alberta government works to provide permanent funding for the organization. AgKnow aims to reduce barriers to mental health supports in the agricultural industry and provide the community with counsellors that understand the unique pressures and challenges agricultural producers face. Council approved $5,000 in funding for AgKnow, to be sourced from the 2024 Community Services Grants and Sponsorship budget.

Greenview to Support Regional Competitiveness Initiative
Travis Toews, a consultant for the City of Grande Prairie, presented at the July 9, 2024, Regular Council Meeting. His presentation, also delivered to the City of Grande Prairie and County of Grande Prairie Councils, covered the significant value of the resources offered in the Northwest, the progress made in marketing these resources, and the need for the region to address key deficiencies that hinder competitiveness in the market. Key recommendations from his presentation included forming a committee or organization with clear objectives and timelines to develop a comprehensive plan for improving regional competitiveness and unifying efforts to promote the region, thereby amplifying the regions’ voice and impact. Council supports Greenview’s participation on the Regional Competitiveness Initiative and appointed Reeve Tyler Olsen, Deputy Reeve Bill Smith and Chief Administrative Officer Stacey Wabick to the committee, with more information and next steps to be brought back for Councils approval.

Tender Awarded for Retired Landfill Closure Engineering Services
Council awarded the tender for the Retired Landfill Closure Engineering Services to Omni-McCann Inc., in the amount of $287,240.00 plus GST, with funds to come from the Landfills Asset Retirement Liability. The Request for Tender was posted on the Alberta Purchasing Connection on May 15, 2024, with a submission deadline of June 21, 2024. The administration received four qualified submissions for evaluation, with all proponents meeting all the mandatory requirements for consideration.

Tender Awarded for Replacement Peace Officer Service Sports Utility Vehicle
Council awarded the tender for one replacement Peace Officer Sports Utility Vehicle (SUV) to Wolfe Chevrolet Edmonton, in the amount of $74,394.00 plus GST, with funds to come from the 2024 Enforcement Services Capital Budget, project number PO24001. The Request for Tender was posted on the Alberta Purchasing Connection on March 5, 2024, with a submission deadline of April 2, 2024. Administration received three submissions for evaluation, with two proponents meeting all the mandatory requirements for consideration. Greenview Council also approved the disbursement of Peace Officer Service SUV E2 for the amount of $37,500.00.
