Greenview Approves Scholarships for Student Applicants
The Trade Diploma Program Scholarship provides an opportunity for Greenview students enrolled in a program of study that leads to the granting of a diploma or certificate or involves a trade or apprenticeship program to apply for a $1,500.00 scholarship. Policy 8008—Postsecondary Scholarships defines an eligible student as one who meets the criteria established in the general principles for selection. The Degree Program scholarship provides an opportunity for Greenview students who are in an integrated course of study leading to an academic degree to apply for a $2,500.00 scholarship. Council authorized funding to the applicants of the 2025 Degree Program in the amount of $25,000.00 and the 2025 Trade and Diploma Program in the amount of $9000.00 as indicated on the 2025 recommendation listings, with funds to come from the 2025 Community Services Scholarships budget.
Council Commits Support for Enhanced Living Project at Red Willow Lodge
A representative from Heart River Housing presented the project assessment for the enhanced living addition for the Red Willow Lodge on May 27, 2025. Following the presentation, Council received a formal letter of request for $10,000,000 towards the building of the Red Willow Lodge Enhanced Living Addition project. The enhanced living project will include the addition of 30 enhanced lodge units designed to meet the needs of independent seniors who require some support. The units will feature 1- and 2-bedroom suites, full kitchens, in-suite laundry and optional support services such as housekeeping and meals.
Council approved up to $10 million in funding for Heart River Housing’s 30-unit Red Willow Lodge Enhanced Living Addition in Valleyview, contingent on the establishment and execution of a funding agreement with all key partners, including the Affordable Housing Partnership Program, Canada Mortgage and Housing Corporation (CMHC), and Heart River Housing by September 9, 2025. Before proceeding, Council will review the agreement to ensure this potential investment will support its goal of working with housing authorities to create opportunity and development of senior supportive housing and living facilities.
Tender Awarded – 2025 Grovedale Lagoon Desludging
The Grovedale Lagoon is scheduled for desludging as part of Greenview’s routine lagoon maintenance to ensure continued wastewater system efficiency and regulatory compliance. The lagoon consists of two anaerobic cells – one facultative cell and one storage cell – and operates under Alberta Environment and Protected Areas’ Registration No. 743-02-00. The last desludging occurred in 2019. A sludge survey conducted by Hydrasurvey Ltd. on October 2, 2024, indicated that the two anaerobic cells were significantly impacted by sludge accumulation, with up to 74% of the total volume occupied in Anaerobic Cell 1.
The tender was posted on Alberta Purchasing Connection on June 12, 2025, and closed on July 7, 2025. One proposal was received, reviewed, and evaluated, which met mandatory requirements. Council awarded the 2025 Grovedale Lagoon Desludging to Lambourne Environmental Ltd. for $284,500 (plus GST), with funds coming from the 2025 Wastewater Operational Budget.
Tender Awarded – 2025 Little Smoky Lagoon Desludging
The Little Smoky Lagoon is scheduled for desludging as part of Greenview’s routine lagoon maintenance to ensure continued wastewater system efficiency and regulatory compliance. The lagoon consists of one facultative and one storage cell, operating under Alberta Environment and Protected Areas’ Registration No. 933-02-00. The last desludging occurred in 2012. A sludge survey conducted by Hydrasurvey Ltd. on September 30, 2021, indicated that both lagoon cells were significantly impacted by sludge accumulation, with up to 65% of cell volume occupied in the facultative cell. The RFP allowed proponents to propose one of two sludge management options: direct land application or Geotube dewatering and landfill disposal.

Council awarded the 2025 Little Smoky Lagoon Desludging to Lambourne Environmental Ltd. for $479,000 (plus GST), with funds to come from the 2025 Wastewater Operational Budget.
Tender Awarded – 2025 Ridgevalley Lagoon Expansion
The Ridgevalley lagoon system currently consists of a storage cell and a facultative treatment cell, which have both reached capacity. To improve treatment performance, particularly during winter months, the consultant is proposing the installation of a Submerged Attached Growth Reactor (SAGR) system. This upgrade will also include the construction of a new combined treatment cell, allowing the lagoon to operate with a semi-annual discharge schedule instead of annual. To support the new configuration, the existing lift station will be upgraded with new pumps, and a backup generator with an electrical house (e-house) will be installed for system reliability. Additionally, a new force main will be directionally drilled from the hamlet to the lagoon. This project has secured grant funding in the amount of $4,500,000.00, through the Alberta Transportation and Economic Corridors (ATEC) program.
The tender was posted on Alberta Purchasing Connection on June 16, 2025, and closed on July 11, 2025. Three proposals were received, reviewed, and evaluated, which met mandatory requirements. Council awarded the construction of the Ridgevalley Lagoon Expansion to Sure-Form Contracting Ltd., for $7,564,500.00 (plus GST), with funds to come from the 2025 Approved Capital Budget, Project WW21001.
