Council Highlights – April 14, 2020

New Deputy Reeve Nominated
Councillor Tyler Olsen was nominated as Deputy Reeve for the MD of Greenview for a term of six months ending October 26, 2020. Councillor Olsen, a family man and longtime volunteer Firefighter, hails from Grande Cache, AB and has been in public service for the past 3 years.

Proposed Re-Designation of Agricultural One District

Council gave First Reading to Bylaw No. 20-841, to re-designate a 4.04-hectare area within NW-34-72-22-W5 from an Agricultural One (A-1) District to a Country Residential One (CR-1) District. This change would allow for a future subdivision development. Access to this parcel will be addressed at the subdivision stage.

Council moved to schedule a Public Hearing for Bylaw No. 20-841, to be held on May 25, 2020, at 9:15 a.m. for the re- designation of this parcel via electronic method to be announced soon.

Changes to Business Licensing Requirements in Greenview

Council gave third reading to Bylaw 20-844 which was to repeal Grande Cache Bylaw No. 787 “Business Licenses”. On March 23, 2020, Council decided to leave business licenses as optional under the current Greenview bylaw. With this repeal, business licenses will not be required for businesses in Greenview but will be optional as they have been in the past. Businesses will still be required to have a valid development permit. This change ensures consistent business license practice across Greenview.

Tax Payment Plan Options

Council gave first and second reading to Bylaw 20-849 “Tax Payment Plan” to allow for the payment of taxes in installments. Greenview does not currently have a bylaw in place, however the former Town of Grande Cache had bylaw 703 “Taxes – Payment by instalments and penalties”. Administration have updated a Greenview bylaw and will repeal the Grande Cache bylaw. This change will allow Greenview to have a tax payment plan in place to provide taxpayers additional options for the payment of their property taxes.

Ward Boundary Changes

Council gave first reading to Bylaw 20-850 “Municipal Ward Boundaries and Council Composition” with amendments. In the Ministerial Order dissolving the Town of Grande Cache into a Hamlet of Greenview, the Provincial government directed Greenview Council move to an odd number of Councillors. Greenview Council is proposing to move to 11 Councillors with the addition of a second Councillor position in Grovedale. This proposed change will take place in the 2021 Municipal Election.

A Public Hearing for Bylaw 20-850 “Municipal Ward Boundaries and Council Composition” has been scheduled for May 25, 2020 at 9:30 a.m. through electronic means. The public may provide submissions and comments on the proposed change to administration through email or mail. If they want to speak to council during the public hearing, they will be provided the means to do that through the ZOOM online meeting platform, but will be required to pre-register. More details will be shared with the public via the Greenview website and social media channels.

Updates to Municipal Emergency Management Bylaw 20-851

The Municipal Emergency Management Bylaw was updated to be consistent with the new requirements put in place by the Province. Council gave first reading to this bylaw with amendments to add Sturgeon Lake Cree Nation to Provision 9.2.6 and add updated amendments from the Emergency Management Act.

Sturgeon Lake Water and Wastewater Servicing Feasibility Study

Council moved to award the Sturgeon Lake Water and Wastewater Servicing Feasibility Study to M2 Engineering in order to assess the needs of area residents. This study will allow for the gathering of information on options and costs anticipated for a system that adequately meets the needs of the community. M2 Engineering is currently consulting with Sturgeon Lake Cree Nation for a related study and it is believed that this will further enhance results for residents in the area.

2020 Non-Residential Tax Penalty Date Extension

Administration will prepare the 2020 Tax Rate Bylaw to reflect a due date of September 30, 2020 for non-residential taxes, November 15, 2020 for residential taxes and to leave the penalty rates the same as 2019.

Greenview to become a member of the Regional Weed and Pest Appeal Board

Council authorized Administration to proceed with an application for Greenview to become a member of the Regional Weed and Pest Appeal Board, as weed and pest inspection season is fast approaching.

Valleyview Cup Charity Tournament Donation to go to Make-a-Wish Foundation

Council approved the previously awarded $500.00 sponsorship to the Valleyview Cup Charity Tournament to be given directly to Make-A-Wish Foundation following the cancellation of the tournament due to the COVID-19 pandemic.
