Council Highlights – August 24, 2020

Public Hearings Scheduled for Land Re-designation Requests
Council gave first reading to Bylaw 19-828 to redesignate a 4.27-hectare area within SE-6-70-6-W6 from Agricultural One District to Country Residential One District. The parcel is located west of the Hamlet of Grovedale. The landowner wishes to subdivide the parcel, which contains her existing residence. No concerns were received from referral agencies, and adjacent landowners would be notified at the public hearing stage.

  • A Public Hearing for Bylaw 19-828 is scheduled to be held on November 23, 2020, at 9:15 am.

Council gave first reading to Bylaw 19-829 to redesignate a 31.44-hectare area consisting of a 3.01-hectare area within Plan 0722233, Block 1, Lot 1 from Country Residential One (CR-1) District, and a 28.43-hectare ± area within SE-6-70-6-W6 from Agricultural One (A-1) District, to Agricultural Two (A-2) District. The parcel is located west of the Hamlet of Grovedale. This will allow consolidation of the remaining lands on the quarter into one title. No concerns were received from referral agencies, and adjacent landowners would be notified at the public hearing stage.

  • A Public Hearing for Bylaw 19-829 is scheduled to be held on November 23, 2020, at 9:15 am.

2020 Aggregate Gravel Supply Purchases Approved by Council
Greenview Operations recently requested quotes for providing gravel for use in the RidgeValley/Crooked Creek, New Fish Creek, Sunset House/Sweathouse and DeBolt/Puskwaskau areas. Five suppliers provided quotes, and costs have been calculated using trucking costs based upon haul distances from pit locations and material costs quoted according to the RFQ terms.

Greenview Council approved the purchase of gravel for the following locations, with funding to come from the Operations Gravel Purchasing budget:

  • Ridgevalley/Crooked Creek Area: 40,000 tonnes of 4:40 gravel from Glacier Rock Resources Inc. in the amount of $560,000
  • New Fish Creek area: 30,000 tonnes of 4:40 gravel Glacier Rock Resources Inc. in the amount of $420,000
  • Sunset House/Sweathouse area: 30,000 tonnes of 4:40 gravel Glacier Rock Resources Inc. in the amount of $420,000
  • DeBolt/Puskwaskau area: 30,000 tonnes of 4:40 gravel Perron Ventures Ltd. in the amount of $442,500

Greenview Approves Surplus Equipment Disbursements
Greenview Council moved to approve the disbursement of surplus equipment and vehicles for upcoming Ritchie Brothers Auctions in Grande Prairie, AB and on the GOV Deals Online Auctioning platform.

Greenview Approves Significant Reductions in Atco and AltaGas Franchise Fees
Sec. 45 of the Municipal Government Act allows municipalities to enter into agreements with utility providers to provide a service to all or a part of the municipality. In 2010 and 2013, respectively, the former Town of Grande Cache passed Bylaws 708 and 749, entering into agreements with AltaGas to provide natural gas distribution services, and ATCO Electric to provide electrical distribution services in the town. These agreements were for a 10-year term, and the Bylaws continue to be in force. Annually, Greenview has the opportunity to review and to make changes to the amounts of the franchise fees. Historically, the fees have remained unchanged at 25% and 5.5%, respectively.

Greenview Council voted unanimously to reduce the Franchise fees for both AltaGas and ATCO Electric to 0% to bring Grande Cache in line with other hamlets within Greenview. This significant reduction in the fees will realize savings for Grande Cache residents. The impact on a typical residential bill for natural gas will see a decrease of approximately $81.12 annually, and a decrease of approximately $212.89 on a typical power bill annually.

Greenview to Apply to Participate in the Municipal Internship Program for 2021
Greenview has acted as a host municipality for the Municipal Internship Program in previous years and most recently hosted a Finance Intern from 2018-2020. Administration is recommending an application be submitted for the administrative stream for 2021. Council directed Administration to submit an application for a municipal intern under the 2021 municipal internship program and approved $20,000 to cover additional expenses with funds to be accounted for in the 2021 budget.
