Updates Incorporated into the Draft Sturgeon Lake Area Structure Plan
The review of the existing Sturgeon Lake Area Structure Plan included open houses, surveys and sessions involving Council and the Citizen’s Panel that focused on identifying future development areas, water and wastewater servicing, housing form and density, recreation opportunities, along with open space and reserve dedications. As a result of those public engagement sessions, new guiding principles will be incorporated into the draft Sturgeon Lake Area Structure Plan.

With these new guiding principles, Greenview has proposed new approaches to density, environmental and conservation reserve along with more explicit guidance for residential and recreational development. Council gave first reading to Bylaw 20-865 and moved to schedule a Public Hearing on February 9, 2021, in Council Chambers at 9:15 am as part of the overall planning review process. Due to the ongoing uncertainty regarding the future provincial restrictions of COVID-19, the Public Hearing may be delivered by electronic means if necessary. 

Greenview Approves Interim Operating and Capital Budgets for 2021
Greenview Council passed the 2021 interim Operating Budget as presented, showing Revenue of $138,878,675 and Expenses of $171,737,835, with $21,666,667 to be transferred from the Restricted Surplus. The three-year operating plan for 2021-2023 was also approved as presented.

Council and Administration worked together in a concerted effort to find ways to maintain service levels to ratepayers and identify key initiatives without raising tax rates for residential and commercial ratepayers. As a result, Council anticipates a zero percent tax increase for 2021.

Council also passed the 2021-2025 Capital Budget as presented, showing Expenditures in 2021 of $50,105,241 with the full amount for 2021 to be funded from the Restricted Surplus.

Greenview Commits to More STARS Support
Council has approved the STARS funding request to enter into an agreement for a $500,000.00 commitment over a five-year term with funds to come from the Economic Development Operations budget. This agreement will provide for the proposed new helicopter H145 to be based in Grande Prairie. STARS is in the process of replacing its fleet of nine helicopters commencing in May of 2019 and concluding in 2022. Their funding request to assist with the replacement of the helicopters will include contributions from federal, provincial and municipal governments, in addition to corporate and individual donations. STARS has proven to be a valuable service to residents in Greenview and all of Northern Alberta.  

2020 Clayshoot Stakeholder Event Fundraising Donations Approved
Greenview hosted the annual Stakeholder Outreach Sporting Clay Shoot Event at Shot Shell Shooting Range south of Valleyview on Thursday, September 10, 2020, with 56 shooters attending and two corporate sponsors. This years’ Sporting Clay Shoot Stakeholder event was held to raise morale and improve stakeholder relations during a tough year.

During the event, Greenview raffled off a 410 rifle donated by Trapper Gords. The raffle raised $2990.00. Council moved to donate the funds raised along with funds to come from the event budget surplus and the Communications operating budget surplus in the amount of $21,000.

Donations of $3000 each will go to the Food Banks in:

  • DeBolt, Grande Cache, Grande Prairie, Fox Creek, and Valleyview.

Donations of $3000 will go to the Sunrise House Youth Emergency Shelter in Grande  Prairie, and $3000 will be going to the Grande Prairie Regional Hospital Foundation. The 2021 Sporting Clay Shoot will be hosted by Greenview Council at the Shot Shell Sporting Clays in Valleyview on September 9, 2021.

Greenview Appoints New Member to the Greenview Library Board and Sets Staggered Member Appointments
Council moved to appoint Josh McMillan to the MD of Greenview Library Board as a Member at Large and approved the following trustee appointments:

  • 1 Year Term: Roxanne Perron, Josh McMillan
  • 3 Year Term: Michelle Davis, Sharon Bambrick, Jessica Lavallee, Judy Smith

Council Appoints New Member to the Valleyview and District Recreation Board
Greenview Council moved to appoint Josh McMillan to the Valleyview & District Recreation Board.

Council Meetings and Committee of the Whole Meetings Moving to Tuesdays in 2021
At the organizational meeting in October of 2020, Council voted to move regular Council meetings and Committee of the Whole to Tuesdays in 2021.
