Council Highlights – November 9, 2020

Partial Road Allowance Closure Requests Approved
Greenview Council moved to approve the following Partial Road Allowance Closure Requests:

  • Bylaw No.20-839 – Partial Road Allowance Closure Request South of SE-25-70-25-5: Greenview received a road closure request from Sturgeon Heights Community Club on August 1, 2019, to close 0.227 hectares (0.56 acre) ± of the undeveloped road allowance adjacent to the south boundary of the cemetery where gravesites are located.
  • Bylaw No.20-840 – Partial Road Allowance Closure Request South of SE-09-72-01-W6: Greenview received a road closure request on March 20, 2019, to close a portion of Road Plan 0421800 to consolidate with the existing title to an agricultural quarter.
  • Bylaw 20-848 Partial Road Allowance Closure Request – West of NW-9-69-21-W5: Greenview received a road closure request on February 20, 2020, to close a portion of Road Plan 2761 PX being an area consisting of 1.05 hectares ± (2.59 acres). The area would subsequently be consolidated with the existing title to the agricultural quarter NW-9-69-21-W5 (Certificate of Title 112 369 890+5, cont. 62.67 hectares). 

Greenview Establishes Advisory Board for Greenview Regional Multiplex
Greenview Council approved the Greenview Regional Multiplex Advisory Board Bylaw 20-861. The Advisory Board will act in an advisory capacity on all matters pertaining to the operations, maintenance and functions associated with the Greenview Regional Multiplex.

Council Approves Partial Road Allowance Request
Greenview received a road closure request from Northland Logistics Corp. (Northland) on February 28, 2020, to close the portion of Road Plan 0421800 located south and adjacent to the Northland lot SE-09-72-01-W6. Council moved to approve the sale and consolidation of approximately 1.250 hectares within Road Plan 0421800 to Northland Logistics Corp. for the fair market value of $6,800.00, with the agreement also requiring reimbursement to Greenview of the survey and transfer costs.

Closing the road allowance would eliminate the ability for large units to turn around, and the construction of a cul-de-sac to meet Greenview’s Municipal Servicing Standards will be necessary. Costs for the construction of the cul-de-sac will be shared equally with Northland Logistics Corp.

Communications Tower Site Lease Gets Approval for Grande Cache
Council moved to direct Administration to enter into a long-term lease agreement with Telus Communications for the installation of a communications tower in the Hamlet of Grande Cache. 

Sale of Tax Forfeiture Property Approved
An underground parking stall in Grande Cache identified as Plan 0728033 Block 12, Tax Roll 26163012, was transferred into Greenview’s name as per Section 424 of the MGA on November 28, 2019, and as per Policy AD 27, this property can be sold by Greenview after November 28, 2020. Council directed Administration to sell the Tax Forfeiture property at fair market value by listing the property for $7,500 with a realtor in Grande Cache.

Greenview Appoints Returning Officer for 2021 General Election
The Government of Alberta made a number of changes to the Local Authorities Election Act in 2019 and 2020 in the lead up to the 2021 General Election. One of these changes was to require Council to appoint a Returning Officer (RO) and a Substitute Returning Officer (SRO) by resolution prior to June 30th of an election year.  Council appointed Danielle Leurebourg as Returning Officer and Carolyn Ferraby as Substitute Returning Officer for the 2021 General Election in preparation for the nomination period beginning January 1, 2021. 

Council Supports Grande Spirit Foundation Fundraising Efforts
This year seniors are feeling particularly isolated due to the Covid-19 Pandemic. Greenview Council committed to support Grande Spirit Foundation with a sponsorship in the amount of $550.00 for their Harvest Dine & Dance Virtual Non-Event. 100% of the funds raised through this event will be contributed directly to enhancing the quality of life for seniors in isolation.

Grande Cache Community Events Foundation Sponsorship Approved        
The Grande Cache Community Events Foundation is looking to create an outdoor Christmas experience in the Bird’s Eye Park beside the Grande Cache Tourism & Interpretive Centre. This event will coincide with the programming at the Grande Cache Tourism & Interpretive Centre. The Grande Cache Tourism & Interpretive Centre is providing 2020 Christmas programming at the Tourism & Interpretive Centre on a smaller scale than anticipated due to Covid 19. The event will include two separate areas that will work together to create a cohesive experience.

Council moved to approve a sponsorship in the amount of $3000.00 to the Grande Cache Community Events Foundation for an outdoor large-scale holiday event in partnership with the Grande Cache Tourism & Interpretive Centre, December 11 to January 2021, with funds to come from Community Service Miscellaneous Grants.

Greenview Establishes Advisory Board for Greenview Regional Multiplex
Greenview desires to establish a Greenview Regional Multiplex Advisory Board by means of a Bylaw. The Advisory Board will act in an advisory capacity on all matters pertaining to the operations, maintenance and functions associated with the Greenview Regional Multiplex. Council approved first and second reading.

Council Approves Three-Year Mutual Aid Fire Control Plan
Historically, Greenview has entered into a Mutual Aid Fire Control Plan with the Department of Agriculture and Forestry on a yearly or three-year period to define operating procedures, costs and clarify responsibilities of both parties in regard to wildfire protection within the forest protection area and its boundaries. Council authorized Administration to enter into a Mutual Aid Fire Control Plan Agreement for a three-year term (2020-2023).

Greenview Awards Construction of Operations Building in DeBolt
Administration identified that the Operations department currently has no dedicated shop space to store equipment and product for winter and summer maintenance in the DeBolt area. The winter snowplowing is presently conducted out of Grovedale, which consists of numerous hours of travel time, in both equipment hours and personnel.

Council moved to approve Administration to build a new operations building in DeBolt at the existing Public Service Building lot, with funding contingent to the Municipal Stimulus Grant Program award of $450,000. Council further moved to approve the additional funding of up to $100,000 for the Shop and Salt Shed with funds to come from operational reserves subject to government grants’ approval.

Council approved Administration to award the building of the new operations building in DeBolt to Quattro Homes for $460,000, with funding contingent on grants and additional funding from operational reserves.

Overland Water Drainage Strategy Proposal Accepted for Information
Administration and Council acknowledge the ongoing and future impact of controlling water/drainage flows. In recent years Greenview has experienced two (2) overwhelming water events. The overland flooding from spring runoffs in 2019 and 2020 has cost Greenview substantial funding and countless equipment and employee hours. Administration presented a preliminary overland water drainage strategy from Associated Engineering.

Administration will seek a Request for Proposal to develop a management strategy that will identify the project priorities and solutions for overland flooding issues throughout the municipality. The strategy will outline key objectives, investigate concerns, workshops, improvements and overall master priority plan and design. The areas listed for immediate concern are Grovedale, DeBolt, New Fish Creek and Sunset House/Sweathouse. Council accepted the proposal for information as presented. Taking a multifaceted approach, Council has determined that addressing overland flooding issues needs to remain a priority for many years to come.

Greenview Approves Veterinary Services Incorporated Policy Changes
Recently the Agricultural Service Board requested that Bison, Cutter Bees and Honeybees be added to the VSI list of eligible species. Since reviewing Policy AG 12, the Agricultural Services Department proposed changes to the member eligibility requirements as well. Council moved to approve Policy 6307 Veterinary Services Incorporated and repealed Policy AG 12.

Council Approves Clubroot of Canada Policy 6308
Administration presented changes to be made to Greenview Policy 6308 Clubroot of Canola at the August 28, 2020 Agricultural Service Board meeting. The proposed changes seek to prevent future miscommunication or misinterpretation if there is a clubroot issue. Council voted to approve policy changes as presented.

Public Hearing Scheduled for Request to Close Undeveloped Road Allowance

Council gave first reading to Bylaw 20-856 to close 1.618 hectares ± of the undeveloped road allowance lying between NW-19-72-20-W5 and NE-24-72-21-W5. No concerns were received from referral agencies, and adjacent landowners would be notified at the public hearing stage.

  • A Public Hearing for Bylaw 19-856 is scheduled to be held on December 14, 2020, at 9:15 am.

Greenview Council Working Collaboratively with Town of Valleyview to Update Inter-Municipal Development Plan

Council gave first reading to Bylaw 20-860 being the replacement document for the Valleyview Intermunicipal Development Plan. This collaborative work with the Town of Valleyview will allow the Intermunicipal Development Plan to be updated to meet current legislative requirements.

  • An Open House is scheduled on October 29, 2020 from 5:00 pm to 7:00 pm at the Valleyview Memorial Hall for public input.
  • A Joint Public Hearing has been scheduled on November 16, 2020 at the Memorial Hall at 7:00 pm as part of the overall planning review process.

Grande Cache Above Ground Fiber Optics Pole Network Project to Move Forward

Greenview received a presentation from Canadian Fiber Optics (CFO) at the September 2020 Committee of the Whole meeting. At that time, CFO indicated they had been working with Greenview Administration and determined an above-ground network of composite poles could be installed within Grande Cache to facilitate the installation of the fibre optic network above ground in 2020. Public Hearings Scheduled for Land Re-designation Requests
Council gave first reading to Bylaw 19-828 to redesignate a 4.27-hectare area within SE-6-70-6-W6 from Agricultural One District to Country Residential One District. The parcel is located west of the Hamlet of Grovedale. The landowner wishes to subdivide the parcel, which contains her existing residence. No concerns were received from referral agencies, and adjacent landowners would be notified at the public hearing stage.

  • A Public Hearing for Bylaw 19-828 is scheduled to be held on November 23, 2020, at 9:15 am.

Council gave first reading to Bylaw 19-829 to redesignate a 31.44-hectare area consisting of a 3.01-hectare area within Plan 0722233, Block 1, Lot 1 from Country Residential One (CR-1) District, and a 28.43-hectare ± area within SE-6-70-6-W6 from Agricultural One (A-1) District, to Agricultural Two (A-2) District. The parcel is located west of the Hamlet of Grovedale. This will allow consolidation of the remaining lands on the quarter into one title. No concerns were received from referral agencies, and adjacent landowners would be notified at the public hearing stage.

  • A Public Hearing for Bylaw 19-829 is scheduled to be held on November 23, 2020, at 9:15 am.

2020 Aggregate Gravel Supply Purchases Approved by Council
Greenview Operations recently requested quotes for providing gravel for use in the RidgeValley/Crooked Creek, New Fish Creek, Sunset House/Sweathouse and DeBolt/Puskwaskau areas. Five suppliers provided quotes, and costs have been calculated using trucking costs based upon haul distances from pit locations and material costs quoted according to the RFQ terms.

Public Hearing Held for Advertising Bylaw 20-855
Acknowledging the decline of local newspaper options, Council held a public hearing for Bylaw 20-855 Advertising. This bylaw will allow for Greenview to advertise notices under Section 606 of the Municipal Government Act in other methods as prescribed to allow for the advertising of notices on the Greenview website and social media channels and make them available to ratepayers at Greenview Administration buildings. Council received no comments before the hearing, and no presentations were provided to Council during the hearing. Third reading was given, and Council voted unanimously to adopt.

Greenview Council Approves Bylaws 20-854 and 20-857
Council moved to approve Bylaws 20-854 Schedules of Fees and Bylaw 20-857 Electronic Transmission of Documents.

  • Several updates were provided to the Schedules of Fees Bylaw 20-854 amendment to give the ratepayers and stakeholders updated information.
  • Bylaw 20-857 Electronic Transmission of Documents was also adopted by Council, allowing for Greenview to collect the email addresses of ratepayers who wish to receive their tax notices, assessment notices, and other documents through email rather than standard mail. There is no obligation for ratepayers to sign up for this program.

New DeBolt Lift Station Upgrade Gets the Greenlight from Council
Greenview Council moved to award MPE Engineering Ltd. for the design and construction supervision of the new DeBolt Lift Station Force Main upgrade to address sewer issues identified during increased water flow during rainstorms and spring run-off. The contract is for $62,050.00, with funds to come from the Environmental Services 2020 capital budget.

Grande Cache Wastewater Treatment Plant to Get an Upgrade
The Grande Cache Sewage Treatment plant is currently in need of an upgrade as the 1981 infrastructure has deteriorated significantly over the past 39 years. After review, Council moved to proceed with M2 Engineering to complete the detailed design and construction upgrade for $1,043,155.00, with funds to come from the Environmental Services 2020 Capital Budget. Council accepted the draft of Bylaw 20-855 for Advertising for information and moved to schedule a Public Hearing on September 14, 2020 at 9:15 am.

Greenview Council Approves Social Media Policy

Council moved to approve Policy 1036 Social Media. This policy, which applies to employees and members of Council, aims to serve as a guide for Councillors and Staff in using their personal or Councillor social media profiles in relation to Greenview business.

Letter of Support being sent for Grande Spirit Foundation

Greenview Council directed Administration to provide a letter of support for an addition to the new designated Supportive Living Facility in Spirit River. The letter will support the request to add 24  self-contained seniors units to be considered as part of the new build at Pleasantview Lodge to support alignment with the Government of Alberta mandate for seniors to age in-place. The area will subsequently be consolidated with the existing title to their agricultural quarter. No opposition was heard, and Council approved the request.

Greenview Council Approves New Policies

Council moved to approve Policy 2011 Respect in the Workplace and Policy 2012 Violence Prevention. These policies, which apply to employees, contractors, and members of Council, aim to prevent and manage inappropriate workplace behaviours and outline complaint processes. They also govern reporting, investigations of complaints or instances of discrimination, and violence or harassment in the workplace. (more…)
