Council Highlights – June 8, 2020

Greenview Council Accepts 2019 Draft Financial Statements

Phil Dirks of Metrix Group LLP Chartered Accountants presented the Auditor’s report, and draft audited financial statements to Greenview Council for the year ending December 31, 2019. Council voted to approve the 2019 draft financial statements as amended by Metrix Group for submission to the Minister of Alberta Municipal Affairs contingent on the following changes being made:

  • Decrease unrestricted surplus of $7,574,675 by $4,403,950 to $3,170,125
  • Increase restricted surplus project carry forward amount of $38,653,854 by $4,403,350 to $43,057,804

Greenview Library Board Bylaw 20-853 Amended

Council gave third and final reading to Bylaw 20-853, thus approving recommendations by Administration to remove the provision of the terms of appointment. The original Bylaw established the number of appointees and gave them a 1-year term. In discussions with the Public Libraries Service Branch, Administration made recommendations to remove the provision of the terms of appointment from the Bylaw and allow up to 10 members to be appointed to the Library Board to track the appointments to ensure that they are staggered. These changes bring alignment between the Act and the Bylaw going forward.

 Council Awards Light Vehicle Tender

Administration publically posted a tender with a closing date of March 25, 2020, inviting those interested in supplying Greenview with 18 light vehicles. Greenview received eight responses, with price total listed for ten units, reduced from 18 originally budgeted. The total approved budget for these ten units is $518,500.00. Council moved to award the 2020 Light Vehicle Tender to Windsor Ford with an upset limit of $406,990.10, with funds to come from the approved 2020 Capital Budget.

2020 Spring Community Grants Approved

On May 19, 2020, the Committee of the Whole reviewed and recommended that Council disburse the Spring 2020 Community Grants as indicated on the Spring 2020 Approved Grant Listing. The Committee of the Whole reviewed each of the grant applications during the meeting and made recommendations accordingly. Council moved to approve funding of the Spring 2020 Community Grants totalling $94,000.00 with funds to come from the Community Services Miscellaneous Grant Budget.

Greenview Enforcement Services Program Priorities Set

Greenview Enforcement Services has been up and running for two months, and during that time, the department has fielded numerous calls for service, and self-generated enforcement work. A large number of complaints come from the Grande Cache area, as local Greenview ratepayers continue to become familiar with the Greenview Enforcement Services program. As the word gets out, call volumes are projected to increase. Visibility thus far has been greatly welcomed in various areas of Greenview, including the Narrows, Grande Cache, and on the Forestry Trunk Road.

Council accepted the Enforcement Services update by Sergeant George Ferraby and directed Enforcement Services administration to focus the 2020 program priorities on assistance with Criminal Code matters through increased presence throughout Greenview, continued community relations, Traffic Act violations, as well as Infrastructure and Bylaw enforcement.

Grande Cache Recreation Centre – Arena Dressing Room Revitalization

Council moved to accept the architectural drawings created by Bairsto & Associate Engineering Ltd. for information as presented. Administration will submit for pricing and future tender to address code and accessibility standards issues identified.

Custodial Contract Awarded for Grande Cache Recreation Centre

Council authorized Administration to enter into an annual agreement with H.Y. Cleaning Services for custodial services for the Grande cache Recreation Centre as per the Request for Proposal and the annual sum of $119,808.00 plus GST with funds to come from the 2020 Recreation Operating Budget.
