Bylaws
Bylaw 19-824 MD of Smoky River/MD of Greenview IDP
Council gave First Reading to Bylaw 19-824 “M.D of Smoky River/M.D of Greenview (IDP) Intermunicipal Development Plan” and that a Public Hearing for Bylaw 19-824 “M.D of Smoky River/M.D of Greenview Intermunicipal Development Plan” for September 9, 2019, at 10:00 a.m.

Bylaw 19-825 ICF Big lakes County
Council gave First Reading to Bylaw 19-825 “Big Lakes County/M.D of Greenview Intermunicipal Collaborative Framework.”  In accordance with the requirements of the Municipal Government Act, Greenview is required to make an Intermunicipal Development Plan and Intermunicipal Collaborative Framework with all neighbouring municipalities.  Greenview and the Big Lakes County have both approved the IDP. 

Bylaw 19-827 ICF County of Grande Prairie/ MD of Greenview
Council gave First Reading to Bylaw 19-827 “County of Grande Prairie/ M.D of Greenview Intermunicipal Collaborative Framework.”  Greenview and the County of Grande Prairie received an IDP exemption from the Government of Alberta.  

Tender Results for Pinto Gravel Crushing
Council awarded the 2019 tender for crushing, stockpiling, and other work at the Pinto South Pit to Hopkins Construction (Lacombe) Ltd. for the amount of $567,450.00 with 5% contingency of $28,372.50, with funding to come from the Operational Road Maintenance Budget.  A public tender was advertised for “crushing, stockpiling, and other work” to be completed at the Pinto South Pit for a total of 65,000 m3 of gravel. Tenders were opened in public on July 8, 2019. The Pinto South Pit is located at SW-22-69-10-W6 approximately 40 km west of Grovedale.

TMIP Brownlee Joint Retainer Letter
Council directed Administration to engage Brownlee LLP for joint legal representation for the development of the Tri-Municipal Industrial Partnership (TMIP) legal entity. As the TMIP entity will work on behalf of the three municipal partners, it has been proposed to have one legal representative to develop the corporate and accounting structure on behalf of the TMIP.

AlphaBow Energy Ltd Tax Payment Proposal
Council will take no action on a proposed payment schedule from AlphaBow Energy Ltd., for their 2019 property taxes and the waiver of fees, interest, penalties and other costs that may be incurred. 

Development Permit Application in a Direct Control District
Council approved a development permit application for an equipment rental business to operate in the Direct Control DC District located at Lot 12; Block 38; Plan 042 5086; 9807 Hoppe Avenue, Grande Cache, subject to the conditions. 

 Valleyview and Districts Agriculture Society – RCMP Musical Ride
Council provided a $1,000.00 sponsorship to the Valleyview and Districts Agriculture Society to host the RCMP Musical Ride in Valleyview Alberta in 2019, with funds to come from the Community Services Miscellaneous Grants.  The Valleyview and Districts Agriculture Society intends to host the RCMP Musical Ride on August 20, 2019, in Valleyview, Alberta.

Farmland Access and Approaches
Administration has brought forward several concerns regarding farmland access and approaches. Council directed Administration to bring forward to the Policy Review Committee, Policy 4002 Farmland Access Roads and Policy 4010 Road Access Approaches. 

Councillor Expense Claims
At the July 8, 2019, Council Meeting, Councillor Dale Gervais provided a Notice of Motion to add Councillor expense claims to future Council Meeting agendas. Council approved a motion directing Administration to add Councillor Expense Claims to future Council Meeting agendas. 

DeBolt Seniors Housing
Council approved a grant for $468,000.00 to Grande Spirit Foundation for the development of infrastructure services on NW12-72-1 W6M to establish seniors housing in the hamlet of DeBolt, with funds to come from Community Service Budget.

Submission to Alberta Energy Regulator Directive XXX Input
Council appointed Reeve Dale Smith, Councillor Tom Burton and Councillor Shawn Acton to assist Administration to develop a submission to Alberta Energy Regulator Directive XXX on behalf of the MD of Greenview.

Philip J. Currie Dinosaur Race
Council sponsored three runners; $1,500.00 total for the Philip J. Currie Dinosaur Race with funds to come from the Community Services Miscellaneous Grants. In the spirit of charity and fun, Council and has requested that each of Administration’s three General Managers participate in the dinosaur race fund raiser.

Unless otherwise specified, all meetings (except FCSS meetings) take place in the Council Chambers at the Administration Building in Valleyview beginning at 9:00 am. Committee of the Whole Meetings begin at 10:00 a.m. ASB and FCSS meetings begin at 9:30 a.m. FCSS meetings take place at the Green View Community Resource Centre.
