Bylaws

Bylaw 19-812 Residential Assessment Sub-class received first and second readings. The bylaw outlines sub-classifications for residential property assessment and has been recommended following the dissolution of the Town of Grande Cache. There are three residential property assessment classes outlined in the proposed bylaw: Hamlet Residential (including Hamlets of Grovedale, Landry Heights, DeBolt, Ridgevalley and Little Smoky); Urban Hamlet Residential (Grande Cache); and Greenview rural. The sub-classifications will establish assessment rates for each type of residential property depending upon the level of municipal services provided.

Bylaw 19-810 2019 Tax Rate and Bylaw 19-811 2019 Grande Cache Special Tax Borrowing Bylaw passed first and second readings. Due to the requirements of the Municipal Government Act the non-residential mil rate for Grande Cache must be the same as the rest of Greenview (7.8280). Council has the option of adding a special tax to the properties in Grande Cache to meet the former Town’s annual borrowing obligations of $487,664. A special tax mil rate of 1.2880 will be added to all properties within the Hamlet of Grande Cache. Including the special tax, the residential mil rate for Grande Cache will be 9.0000 mils and the industrial mil rate will be 9.1160 mils. The proposed mil rates for Grande Cache will keep the residential mil rate for Grande Cache the same as in 2018 and will significantly decrease the non-residential mil rate for Grande Cache from the previous year with a 10.3840 reduction.

Bylaw 19-809 Procedural Bylaw was approved following third reading. The bylaw has been updated to reflect current Council practices and now includes provisions for live streaming Council meetings whenever possible and Councillor electronic meeting participation. Delegations will present at Committee of the Whole Meetings unless otherwise directed by the majority vote of Council.

Grande Cache Transition

Administration will apply for the Minister’s Awards for Municipal Excellence for the work done and precedence set in the dissolution of Grande Cache to a Hamlet of Greenview. In working together Greenview and the former Town of Grande Cache were able to expedite the viability review and dissolution of Grande Cache in manner that has the ability to set a precedence for Alberta viability reviews in the future.

The Grande Cache Census will be conducted in September 2019. The census will cover the same information collected in the 2018 Greenview municipal census for the rest of the municipality including number of residents in the dwelling, age and gender of each resident. The population of Greenview in the 2018 census was 6,044 prior to the dissolution of Grande Cache.

Construction

The Goodwin Road Phase II project tender will be awarded to Prairie North Construction Ltd. in the amount of $4,847,988.10 with funds to come from the 2019 Road Construction Capital Budget.

Township Road 701 Council directed Administration to proceed with negotiations on land acquisition for the construction of this project in the Grovedale area.

A proposal for a Road and Bridge Construction Inspector Position was deferred until a future Council meeting to provide additional information regarding the proposed department structure.

Grants and Sponsorships

Eagle Tower Victim Services requested $39,456 in operating funding from Greenview. No action will be taken based on the lack of clarity regarding the demand for these services within the Town of Fox Creek and Greenview.  

Big Lakes County Charity Golf Tournament will receive $1,000 in sponsorship. Fundraising from the event will be donated to the Heart and Stroke Foundation, Stollery Children’s Hospital Foundation, High Prairie Health Foundation and Swan Hills Hospital Foundation.

Canadian Motorcycle Tourism Association requested funding for a Veterans Memorial Garden to be built in Grande Prairie, Alberta. Council recommended that no action be taken regarding the request because Greenview has already provided $9,000 to this organization for another project at the same location in the past 3 months.

Cornwall Community Cemetery in Crooked Creek will receive an annual operating grant of $1,500. The cemetery is owned by the Gospel Light Church in DeBolt.

Northern Anarchy Women’s Tackle Football of Grande Prairie requested $8,000 in operating funding from Greenview. No action will be taken on the request.

Recreation

Grande Cache Diamond Revitalization Council approved $220,000 for the revitalization of the Grande Cache Ball Diamond and adjacent area with funds to come from the Grande Cache Recreation Budget. Work is required to address safety concerns and meet current requirements to host large tournaments. Greenview will develop a multiuse ball diamond area to replace the aging infrastructure with an additional ball diamond, cooking area, parking, lighting, green space, and tenting accommodations. The capital project costs will be $220,000 and ongoing operating costs are estimated at $20,000 annually. Funds will be transferred from contingency reserves to cover the capital costs of this project and the operating costs will be addressed during Budget 2020 discussions.

Grande Cache Municipal Campground Project Management Greenview will enter into an agreement with EDS Group Inc. to provide project engineering, including underground services, structural engineering, surface improvements, tendering and construction management of the Grande Cache Municipal Campground with an upset limit of $18,362 with funds to come from the Grande Cache Recreation Budget. The project is being brought forward following the dissolution of the Town of Grande Cache; initial project funding was provided under the Town of Grande Cache and approved in the 2019 Capital Budget. These funds are in addition to the 2019 budget to continue work on the campground.

Greenview Library Board

The Greenview Library Board is working diligently to complete all work as quickly as possible. At the most recent Library Board meeting, the committee agreed to hire all existing staff members for the library in Grande Cache. The staff will be employees of Greenview reporting to the Library Board and receive municipal benefits. A joint usage agreement with Grande Yellowhead School Division (GYSD) to allow the library to continue to operate on school division property is being reviewed by the school division’s lawyers. It is anticipated the agreement will be brought forward to the GYSD board meeting in April. Cataloguing and re-cataloguing work is underway in the Grande Cache Library. There are approximately 20,000 items to be inventoried and the inventory is half way done. Five people have been working on the inventory thus far.

Administrative Items

Transfer of Greenview Tower Site  Council authorized Administration to enter into an agreement with Keyera Energy Ltd. to transfer a 3.75 acre leased parcel of land (DML 750090) located at NW 5 63 25 5 for $1.00 plus associated transfer costs and Greenview’s legal costs.

Administration will bring back alternatives for naming Public Service Buildings within Greenview to a future Council Meeting.

Unless otherwise specified, all meetings (except FCSS meetings) take place in the Council Chambers at the Administration Building in Valleyview beginning at 9:00 am. ASB and FCSS meetings begin at 9:30 a.m. FCSS meetings take place at the Green View Community Resource Centre.
