Council Meeting Highlights 2018.01.08


The Crooked Creek Community Recreation Club provided a presentation to Council regarding their 2018 capital funding request of $524,800.00 to replace the Ridgevalley Arena’s refrigeration plant. As part of the project they propose to upgrade the equipment to ammonia, address deficiencies in the plant room and install a dehumidifier for the arena. The Crooked Creek Recreation Club is currently using a rental chiller system for the remainder of the 2017-18 season. In November 2017 Greenview Council approved $60,000 in funding to the club for the ice plant rental. The existing system was installed in 1989 and is out of service. Council requested additional information and will consider the capital funding request at a future meeting.

Grants and Sponsorships

Greenview’s 2018 budget includes $1.5 million for Community Grants which provide funding to community organizations throughout Greenview. Council approved the 2018 Grant Listing and applicants are being contacted to advise the outcome of their funding requests. Details regarding the 2018 Community Grant Program recipients will be announced later this month.

Greenview will provide $1,000 in sponsorship to the Northland Sno-Goers for the ASA Jamboree on February 3, 2018.


The Operating Line of Credit Bylaw (Bylaw 18-788) passed first and second reading. The bylaw must be passed each year as a routine administrative procedure.

A public hearing was held for Bylaw 17-787 to re-designate land within NW 33 69 6 W 6 from Rural Commercial District to Industrial District. There were no attendees at the public hearing. The bylaw passed third reading and was approved by Council.

Development Fees

Following a presentation from the landowner Council waived the invoice for the additional fee and accrued interest for developing without a valid development permit for the change of use from shop to residential, additions to the existing residence and a garage for Development Permit D17-328. Development permits are required for all construction or change of permitted use, residents are encouraged to contact Planning and Development when they begin to plan new projects to ensure the planned work is in compliance with municipal requirements. Fines will be issued when development has taken place without a permit.

Grande Cache Co-ops and Enterprises

Council approved the purchase of sixteen recycle bins for the Grande Cache area co-operatives and enterprises for $19,952.00 with funding to come from the operating contingency reserve.

Administrative Items

Changes to the following policies were approved by Council. The revisions were primarily housekeeping in nature to update and clarify existing procedures. Several Human Resources Policies were repealed as they have been replaced by updated policies or are now contained within the Staff Agreement.

A joint Council Meeting will be requested with the Town of Valleyview and Greenview Councils to discuss issues of mutual importance.
